The Virtual Dave Barrett Lecture

The Douglas Coldwell Layton Foundation has established an annual lecture and scholarship at the University of Victoria in memory of former BC Premier Dave Barrett in recognition of his many contributions to the betterment of our society

Premier Dave Barrett was a leader and trailblazer who established new and innovative public policies through his government that were far ahead of the time. These innovations include the creation of the ICBC, the Agriculture Land Reserve, Pharmacare for Seniors, Rent Controls, and the Introduction of Question Period in the BC Legislature to name a few. 

The 2023 Dave Barrett Lecture will focus on the concept of innovation in government. The Keynote will be given by former BC Cabinet Minister and Attorney General Andrew Petter. Following the Keynote, Mr Petter will be joined on stage by former Premier John Horgan, and Deputy Premier Carole James in a moderated panel discussion on the 50th anniversary of Dave Barrett’s groundbreaking government.
